NOIRBCC Black Business Clubs are specific to supporting black students at Historically Black College Universities (HBCUs), Predominantly Black Institutions (PBIs), and Predominantly White Institutions (PWIs) universities. Noir Black Chamber of Commerce Inc., a Louisville Kentucky based national 501C3 economic development organization and certified Community Development Entity (CDE), under The U.S. Department of Treasury, created this initiative to provide black college students with experiential learning opportunities to develop basic leadership and business skills that will facilitate the creation of new enterprises and corporate career advancement for black college students.
