DESCRIPTION:This talk will examine why and how ambitious political and gove
 rnance reforms play out in authoritarian regimes during the times of trans
 ition, when the new regime consolidates through popular policies (such as 
 anti-poverty distribution) and calculated decentralization, devolution of 
 central power, and local governance empowerment. Drawing on original field
  work, novel statistical data and experiments from across Eurasia and, esp
 ecially Uzbekistan, Dr. Redjaboev shows how both elite political administr
 ators and citizens interact with, shape, and benefit or lose from such ref
 orms.\n\nHe will then discuss how these findings inform the way domestic a
 nd international stakeholders can engage with public service reforms and g
 overnment services in countries with non-democratic regimes, which represe
 nt more than half of political regimes globally.\n\nDr. Redjaboev's resear
 ch focuses on authoritarian governance and institutions, reforms, gender a
 nd development, with empirical focus on post-communist Eurasia and Central
  Asia. His most research is based on fieldwork, surveys and field experime
 nts in Azerbaijan, Kazakhstan, Kyrgyzstan, Tajikistan, Ukraine and Uzbekis
 tan.
